FAQs on National Common Mobility Card
1. What is NCMC (National Common Mobility Card) Card?
NCMC Card has been conceptualized by government of India, as an easy and convenient payment instrument, which can be used across Public Transport (Bus, Metro etc.) and can be used for retail payments also.
2. What is the difference between a Normal Debit Card and NCMC Card?
This card has all the features of a normal contact as well as Contactless Debit Card but additionally a unique stored value feature has been built in to make digital payments in off-line mode thus making it a solution of choice for Public Transport and small retail shop.
3. What is a Wallet in NCMC Card?
Wallet is a virtual allocation within the EMV Chip of the Card to store the balance of permitted amount that can be transferred from the attached SB/CD account to make Off-line payments in Public Transport like Metro Rail & Buses, Toll Plaza etc.
4. How can I load or Top up money in my Wallet?
Money can be Added to the Wallet either in Internet Banking NCMC top up facility or in the form of Cash or by debit to the account by using the NCMC Debit Card.
5. When the amount will be loaded in my Wallet?
The amount added via Internet Banking will be added to the Wallet and available once the Balance updation transaction is done at RuPay qSparc Certified NCMC compatible Terminals (PoS).
6. What is maximum amount I can load or top up in my Wallet?
As the transactions performed through off-line mode are getting deducted from the wallet immediately and the Bank will come to know about the transactions only the next day when settlement files reach them from the Acquiring Terminals, we have fixed the maximum amount that can be made available in the wallet at any point of time as Rs.2000/-.
7. Whether I can load money through my Net Banking or Mobile Banking etc.?
Money can be loaded/top up to the offline wallet through net Banking. Through Mobile Banking, the facility is not made available now.
8. How can I check the Balance in my Wallet any point of time?
The Balance is stored in the Chip of the Card only, the current balance in Wallet can be viewed by the Cardholder in any of the RuPay qSparc Certified NCMC compatible Terminals (PoS).
9. Is there any additional usage for this Card?
The NCMC card supports dedicated storage areas (Service Compartments) for Merchants/Operators (Max 20 Service IDs can be created). Separate balances can be kept with individual merchants also, but Bank is not at all connected as far as amount loaded into the specific Service Area of the Merchant and it is between the Cardholder and the concerned Merchant only.
10. What is the difference between a Contactless online transaction and Contactless Off-line transactions?
Here, the Card is swiped or dipped in the PoS Device / Terminal and the Cardholder has to input the PIN to complete the transaction successfully. This kind of Contact online transactions can be performed for any amount which is permitted by the concerned Bank for PoS Transactions depending on the Card Variant. Each transaction will be successful only if it is approved by the Bank.
Contactless Online:
Here, instead of Card being handed over to the Shopkeeper for swiping or dipping, the Cardholder himself can tap the Card on the Device/ PoS Terminal within a distance of 4cms to complete the transactions. The major difference between Contact less and contact online transactions is PIN authentication by Cardholder. Under contactless transactions, since PIN is not provided by the Card holder, as per RBI guidelines, it can be done only for per transaction limit upto Rs.5000/- only. Any payment exceeding Rs.5000/- has to necessarily be a PIN authenticated contact transaction only. Even for transactions within Rs.5000/- only 5 contactless transactions are permitted continuously, and 6th transaction should be a contact transaction.
Contactless Offline:
Contactless off-line transactions are permitted for small value transactions like Metros, Bus transports, Toll Plaza, other small retail payments through the NCMC supported terminals only. The money will be directly debited to the balance from the wallet and no prior approval of the Bank is necessary for this. At the end of the day the list of such transactions happened in the wallet will be sent to the bank for accounting purpose only. Here, there is no need for any PIN and transactions are done by tapping the card only. Money that can be kept in the wallet is Rs. 2000/- only.
11. What will happen to the money loaded in the Wallet, if the NCMC Card is lost?
In case the NCMC Card is lost, the customer should immediately Block the Card by contacting the Branch or by using existing options available through website, Net Banking, Mobile Banking, by calling Toll-Free Number, or by calling the ATM Help Desk.
If Card is blocked successfully, then both Contact and Contactless online transactions will be blocked from the time of effective blocking of the Card. However, before the card is blocked, Contactless online transaction and offline transactions cannot be prevented. Even after, blocking the Card, Contactless offline transaction through wallet cannot be ruled out as balance stored in the Card Wallet cannot be blocked until the card is used in a contact mode.
12. What is the remedy available for failed transaction through contactless online/offline mode?
For both contact and Contactless online & offline transactions, Dispute redressal mechanism is applicable like any other regular debit cards.
13. What is Service Id?
Service ID is a virtual ID created for a particular type of service. Service type is like Transport, Hotels, Entertainment, Hospitals etc. Maximum 20 service id can be created depending on the service type. However, the service ids created is no use for the end user, it is only for the internal purpose. Money loaded will affect the wallet in a whole. Transaction will be reflected in the wallet only.
